I need to register a vehicle in NC that previously belonged to a deceased person. Does anyone know the process?

The vehicle previously belonged to my neighbor and her brother holds the title. He wants to turn it over to me. I cannot get a straight answer from NC DMV. Has anyone ever dealt with this kind of situation?|||Well, the first mistake you made was calling the DMV office. They gave you no answer because : If you persist in this line of speaking your going to run into more problems then the car is worth. If you sit and look at the title and kind of try and figure out who will sign for your neighbor, you lose. If you tell anyone at the DMV about your neighbor they will want to see the will with the executors papers showing that he/she has the legal right to give/sell the car to you. So, that is probably why the where so non-commital. So, If say your neighbor had sold/gave you the car before they died and signed it, you would be in a very good position.
