How can i get a title in nc using a bill of sale from sc.?

i bought a 1970 mustang fastback with no title! the seller gave me a sc registered bill of sale! The nc dmv will not allow me to get a tittle or plate or nothing using the bill of sale! what should i do??|||Cars are not sold nor transferred by bill of sale. You need the title, so contact the seller and get a title or your money back.
